Ripple Receives Final OCC Approval to Establish National Trust Bank

The Office of the Comptroller of the Currency (OCC) has announced final approval for Ripple, the leading provider of blockchain solutions across traditional and digital finance, to charter Ripple National Trust Bank (RNTB), a federally supervised national trust bank.

The approval marks the culmination of RNTB’s organisation process following conditional OCC approval in December 2025 and reinforces the company’s longstanding commitment to building digital asset infrastructure within the regulated financial system.

RNTB’s approved activities include managing the segregated reserves supporting Ripple USD (RLUSD), acting as collateral trustee of the reserves for the benefit of RLUSD holders, and providing fiduciary digital asset custody services.

Standard Custody & Trust Company (SCTC), Ripple’s New York Department of Financial Services (NYDFS)-regulated limited purpose trust company, will continue to issue RLUSD.

RNTB adds federal OCC supervision to the regulatory infrastructure supporting RLUSD, reinforcing Ripple’s commitment to building digital asset products within rigorous state and federal regulatory frameworks.

“For years, we’ve said crypto and banks work better together. Final approval for Ripple National Trust Bank is what that looks like in practice,” said Brad Garlinghouse, CEO of Ripple.

“We’ve spent over a decade building regulated financial infrastructure that institutions can actually use at scale. A national trust charter gives us an even stronger foundation for RLUSD and the institutional products we’re building across payments, custody and capital markets.”

RNTB’s approved business plan extends beyond its role supporting RLUSD. Upon opening, the national trust bank will be authorized to provide fiduciary digital asset custody services, giving Ripple another federally supervised capability as enterprises increasingly integrate digital assets into existing payments, trading, and treasury infrastructure.

The approval comes as RLUSD continues to scale across institutional use cases. Launched in December 2024, RLUSD has grown to a $2.5 billion market cap and is being used across Ripple’s payments infrastructure and as collateral within Ripple Prime.

BNY serves as the primary reserve custodian for RLUSD, and Ripple publishes monthly independent third-party attestations covering the stablecoin’s circulating supply and reserve assets. RLUSD is fully backed by U.S. dollar deposits, U.S. government securities, and other cash equivalents.

Final approval of RNTB builds on that momentum at a pivotal moment for digital assets in the United States. As stablecoins and blockchain-based financial infrastructure move further into mainstream payments and capital markets,

Ripple believes clear rules and rigorous supervision are critical to earning institutional trust and ensuring responsible innovation can scale in the U.S. Ripple said it will continue working closely with the OCC, NYDFS, and other regulators as RNTB begins operations and the U.S. implements the regulatory framework established by the GENIUS Act.
