    African Banks Shifting to Regional Model as European Owners Divest

    European banks’ withdrawal from Africa over the past decade is accelerating the rise of pan-African and regional banks, which are acquiring former European subsidiaries and expanding cross-border operations, Fitch said in a commentary note on Monday.

    The transition creates significant growth opportunities, in Fitch Ratings’ view, as regional banks leverage their deep understanding of local sector dynamics and business environments.

    Fitch said these African banks with divested European owners are also using their regional networks to drive expansion and support cross-border growth.

    However, it also introduces new risks, as successor institutions may face higher exposure to challenging operating environments and more limited access to hard-currency funding.

    Fitch said the substantial reduction in European banks across Africa has marked a structural shift in the continent’s financial landscape.

    Tighter capital regulation, heightened compliance costs, and sometimes weak risk-adjusted returns have driven the retreat, which has been particularly pronounced among French banks.

    Major groups such as Crédit Agricole, Societe Générale S.A. and BNP Paribas are in the process of divesting – or have already exited – most African operations.

    These exits have also negatively affected shareholder support ratings at divested subsidiaries, leading to downgrades as potential support from highly rated parents is no longer taken into account.

    However, the standalone credit profiles of these subsidiaries have generally remained resilient, supported by retained governance standards and risk-management practices.

    The success of regional banks will depend on maintaining robust underwriting, prudent capital management, and access to international financial networks.

    Fitch expects the European presence in Africa to increasingly shift towards partnership-based models, including trade-finance cooperation and risk-sharing arrangements, allowing continued presence in African markets while mitigating capital and compliance burdens.

    The global rating agency said ongoing regionalisation of African banking is set to reshape competition, deepen financial inclusion, and accelerate credit growth across the continent.
