Oilserv, Gabon Partner on Hydrocarbon, Gas Infrastructure

Nigeria’s foremost energy infrastructure company, Oilserv Limited, has signed a Memorandum of Understanding (MoU) with the Gabonese Government to establish a framework for developing and commercialising hydrocarbon reserves in DEF-3 and D4-5 blocks in the Gabonese Republic

The partnership is expected to support Gabon’s growing energy ambitions and help develop a market projected to reach 2.12 billion dollars by 2031.

At the signing ceremony, Gabon’s Minister of Petroleum and Gas, Clotaire Kondja, described the partnership as an opportunity to strengthen cooperation and unlock greater business opportunities across Africa.

Kondja,‌‍‌‍‌‍‌‌ in a statement on Thursday, emphasised the importance of building stronger regional partnerships capable of converting Africa’s natural resources into sustainable economic value.

The agreement formalises a strategic framework for the development of the identified hydrocarbon assets, with a strong focus on creating the infrastructure required to unlock their commercial potential.

It provides for the development and implementation of critical gas transportation, compression and treatment infrastructure, designed to strengthen gas supply for thermal power generation and support broader industrial development in Gabon.

Kondja, however, called for more flexible and business-friendly policies across the continent to address critical challenges, including skills gaps and capital flight.

According to him, creating an environment that encourages investment, retains capital and develops local capabilities will be essential to accelerating infrastructure development and strengthening Africa’s economies.

The Chairman and Group Chief Executive Officer of the OILSERV Group, Dr Emeka Okwuosa, said the partnership represented the group’s expansion into a new market.

Okwuosa said that it positioned OILSERV at the intersection of resource development, energy infrastructure, gas monetisation and national energy security, key areas that will shape Africa’s industrial and economic transformation.

“With decades of proven experience in delivering complex energy infrastructure, Oilserv brings to the partnership its integrated capabilities, technical expertise and deep understanding of Africa’s energy landscape,” Okwuosa said.

He said that the engagement demonstrated the group’s evolution beyond conventional project delivery towards the creation of integrated energy solutions capable of unlocking value across the hydrocarbon value chain.

Okwuosa said that as African countries increasingly sought to leverage their natural resources to drive industrialisation, improve access to reliable energy and  economic resilience, strategic partnerships such as the Gabon engagement became increasingly important.

He said that the OILSERV Group is positioned to support this transformation by connecting Africa’s energy resources to the infrastructure, industries and markets required to create lasting economic value.

“The partnership also strengthens OILSERV Group’s growing continental footprint and reinforces its vision of becoming a leading African energy solutions company through innovation, indigenous expertise and world-class capabilities.

“We are not only building infrastructure; we are helping to build the energy systems that power Africa’s future,” he said.

The agreement signing follows the group’s participation in the Africa Oil & Gas Week (AOW) Energy 2026 Conference in Accra, Ghana, where the company further advanced conversations around Africa’s gas infrastructure and monetisation potential.

Mr Chuka Eze, Managing Director, Frazimex Engineering, emphasised the need to accelerate gas infrastructure development across the continent.

Eze spoke at a session on “midstream development, monetising the molecule and building infrastructure to move Africa’s gas from discovery to market”.

Drawing on the Group’s decades of experience in gas infrastructure, Eze highlighted the continued challenge of gas flaring in spite of Africa’s urgent need for reliable domestic energy.

He identified commercial pressures, infrastructure gaps and operational realities as key barriers to gas monetisation.

He emphasised the importance of enabling policy frameworks and contractors with the technical capacity and proven track record to deliver complex infrastructure.

OILSERV Group’s experience in major projects, including the AKK and OB3 gas pipelines, six power plants, including Geometric Power, and Lagos gas distribution network, demonstrates indigenous engineering capability when supported by an enabling environment.
