U.S. SEC Reviews Framework for Quantum-Proof Digital Assets

The U.S. Securities and Exchange Commission (SEC) is currently reviewing a proposed framework titled “Post-Quantum Financial Infrastructure Framework” (PQFIF) for the quantum-safe transition of the U.S. digital asset ecosystem, and the world generally.

The roadmap which was written by Daniel Bruno Corvelo Costa and submitted to the SEC’s Crypto Assets Task Force is aimed at securing digital assets against the looming quantum-powered attacks

Notably, the proposed framework lays out a detailed technical and strategic blueprint for transitioning the cryptographic foundations of assets like Bitcoin and Ethereum to quantum-resistant standards.

Furthermore, the paper warns that the cryptographically relevant quantum computers (CRQCs) could break the public-key encryption (e.g., ECDSA), which supports much of the digital asset ecosystem, consequently exposing trillions of digital assets to danger.

The framework emphasises the danger of the “Harvest Now, Decrypt Later” strategy, where adversaries collect encrypted data which would be unlocked once quantum capabilities arrive.

“The cryptographic foundations of most digital assets (e.g., ECDSA for Bitcoin and Ethereum) are vulnerable to quantum attacks, posing a direct threat to market integrity, investor assets, and the operational stability of custodians and exchanges,” the paper outlined.

The PQFIF is a strategic framework which is intended to guide industry participants and regulators by providing a methodology for a smooth transition from the current cryptographic method to quantum-resistant cryptography.

Interestingly, the framework outlined key pillars, including Automated Vulnerability Assessment (AVA), which is identifying all exposures of vulnerable public-key cryptography across exchanges, wallets, custody systems, and institutional infrastructure.

Additionally, Risk-Based Migration Planning, which prioritises the most critical systems, such as custody solutions governed by principles outlined in SAB 121 and critical market infrastructure under Regulation SCI, for immediate action.

The regulatory and technical communities are recognising the urgency of coordinated responses to quantum threats. The SEC is reviewing the PQFIF as a foundational resource to inform future rulemaking, guidance, and collaboration with market participants.

As quantum computing edges closer to practical viability, regulators and industry must act swiftly. The SEC’s evaluation of the PQFIF could mark a foundational step toward ensuring the long-term resilience and integrity of digital asset markets in the quantum era. #U.S. SEC Reviews Framework for Quantum-Proof Digital Assets#
